Following the outbreak of the Intifada and the cessation of work by Palestinian workers in Israel, the Ministry of the Interior began granting work and residence visas to foreign workers from other countries, so that they could serve as a workforce for certain jobs, where the workforce was less available and accessible due to attractiveness and wages.
